Who we are:
The Master of Towing Vessels Association
represents USCG licensed masters and
mates with the towing licence. Obtaining this
license has become increasingly difficult in
recent years. The pool of new recruits into
the industry has become almost
non-existent.  Also many of the existing
masters will retire from towing in the next
few years. In doing so they will take with
them a valuable history of towing knowledge
that cannot be learned in the classroom or
through the USCG T.O.A.R program. If you
hold a Master or Mate of Tow Endorsement
please consider joining us. Click on the

The goal of the Association is to:
1. Make the occupation more appealing to
mariners currently in the industry.

2. Share information on the current
environment of the towing industry, as well
as its licensing, regulation and manning
issues.

3. Retain and preserve the traditional
practices and skills of the towboat industry,
and glean knowledge from those captains
soon retiring with 30 or 40 years at sea.

4. Make the T.O.A.R. Training program
more appealing to new recruits for the
industry.

" You need to complete a TOAR.
There are only a few programs
approved to substitute for a TOAR, they
are programs operated by tug
companies and are done onboard.
There is no "course" ashore you can
take instead of the TOAR. The
approved programs are just company
variations on the TOAR, with the same
or similar demonsrations required.
.....you probably will not get your
TOAR signed by a conscientious DE
in only 30 days
. Unlike STCW
assessments, the sign off in the TOAR
isn't a simple assessment, it's the DE
indicating they found you competent
after a period of observation. While you
might find someone who will sign off in
30 days or less, most DEs who will have
you working as their Mate, will take
longer."

Senator Ted Stevens has written a
letter to Admiral Allen stating our
concern with the proposed reduction in
seatime requirements.
Senator Maria Cantwell has submitted
our "Questions for the Record" to
Admiral Allen regarding the proposed
reduction in seatime requirements.
PMI/MITAGS has begun dialog with the
MTVA towards helping modify their 2
Year Mate of Towing Program into
something we can endorse.
MTVA Resolution # 08-1 is being
circulated around Washington D.C. with
the goal of increased funding and
mariner participation for the TSAC.
